Vietnam's National Data Strategy: What It Means for Education

On July 18, 2026, Prime Minister issued Decision No. 1308/QD-TTg approving the National Data Strategy for the 2026–2030 period, with a vision to 2045. The Strategy positions data as a "strategic resource" and a "new driving force" for national governance, the digital economy, and digital society.

For education, this marks a fundamental shift.

What the Strategy Sets Out to Achieve

By 2030:

• At least 50,000 officials and public servants trained in data governance and analysis

• Approximately 300,000 enterprise workers trained in data skills and AI applications

• A core team of at least 5,000 data specialists

• More than 50 higher education institutions offering data science and AI programs

By 2045:

• 100% of leadership and governance activities underpinned by data

• At least 90% of major policy decisions formulated using data analysis and AI

• 100% of eligible public services delivered online

• At least 90% of essential public services personalized based on data

• Citizen satisfaction reaching 99%

What This Means for Education

The implications are profound:
